Flat tires still roll........oh sure; it doesn't look "sporty" or "souped up" but hey it is semi dependable transportation when you aren't in a hurry.

But on a positive note Oklahoma high schools have football stadiums that are the envy of many small colleges.

Oklahoma's problems are less about taxes than the structure of the state government's relationship with municipalities.

Which is WHY they have nice football stadiums.

A. Localities and school districts are forbidden by state law to raise property taxes to cover education costs.

B. Local resources (i.e. property tax money) are subtracted from a district's state funding allocation before those funds are distributed -- which means that districts are discouraged by the process from investing in their own schools and are encouraged to rely far more heavily on the state than is the case in most other states. If you invest in education at the local level, you get penalized at the state level.

C. The only thing local school districts are allowed by law to do to raise revenues is issue bonds, but even those are strictly regulated. Bond money can only be spent on "fixed-asset purchases," meaning school buildings, stadiums, etc., but NOT teacher salaries or increasing the number of teachers.

Indeed. And if you read my previous post, you'll see that I DIDN'T say that Oklahoma's problems have nothing to do with taxes.
